Who Qualifies for HCS?

HCS is a Texas Medicaid waiver program designed for individuals with intellectual or developmental disabilities who need ongoing support.

In general, an individual may qualify if they:

  • Have an intellectual or developmental disability
  • Meet the Intermediate Care Facility (ICF/IID) level of care
  • Are eligible for Texas Medicaid
  • Prefer to receive services in the home or community rather than an institution

Eligibility is determined by the State of Texas, not by the provider.

While requirements may vary, families typically need:

  • Proof of Texas Medicaid eligibility
  • Medical or psychological evaluations confirming the disability
  • Functional assessments or eligibility determinations
  • Identification documents
